Industry
Public accountability, mandated security baselines, and procurement processes that require documented assurance before award.
Sector context
Public bodies are accountable to a wider set of scrutineers than most commercial organisations — auditors general, parliamentary committees, information commissioners and the public itself. Decisions have to be traceable to the authority that made them, and assurance obligations flow down through the supply chain to contractors. At the same time, digital service delivery is accelerating on top of estates that were not designed for it.
Priorities
Not a generic control list — these are the four issues that come up in almost every engagement in this industry, and the ones a programme has to be designed around.
Who was entitled to make a decision, and where is that recorded? Delegated authority in public bodies is frequently documented once and then diverges from practice, which is exactly what an audit finds.
Data held on citizens carries obligations that outlast any individual programme. Ownership, classification, retention and lawful basis have to be established at the data level rather than the system level.
Requirements imposed on a department become requirements on its contractors. Flowing them down, and then verifying them, is a distinct programme from managing internal control.
Public audit is periodic, adversarial and thorough. Evidence has to be retrievable long after the people involved have moved roles.
Regulatory landscape
What each one requires in practice, and how they relate to each other. Where several apply, they are implemented as one control set rather than as parallel programmes.
These are frameworks and regimes we work to on behalf of clients. They are not certifications or approvals held by Dabster Group.
